Ningbo Port to realize paperless customs clearance

From September 1 on, Ningbo Inspection and Quarantine Bureau will implement the overall paperless customs clearance for the imports and exports via Ningbo Port, to further develop the paperless procedure and build a more efficient port customs clearance model. 
As an important measure to implement the "notice on customs clearance reform" issued by the State Council, the overall implementation of the paperless customs clearance is a critical part of the paperless inspection and quarantine procedure of the bureau, as well as the copy of the successful experience of the Shanghai FTZ, and a way of strengthening the customs clearance cooperation. It applies to all the imports and exports in need of inspection and quarantine at all the business spots with the online examination of the clearance documents. The measure is an expansion of the paperless customs clearance pilot for the imports and exports in Zhejiang Province, launched on November 1, 2013, and the scale has been expanded to include the imported solid wastes used as raw materials and the goods under special supervision at the customs, thus the rate of paperless customs clearance will be increased from the current 80% to 100%.
With the implementation of the measure, the Customs can conduct the import and export clearance for the goods by referring to the electronic documents of the imports and exports issued by the related inspection and quarantine departments. Except for in special circumstances, the inspection and quarantine departments will not issue the paper clearance documents and the Customs will not accept them. When the goods are imported or exported via the special supervision zones, the Customs will conduct the clearance procedure by using the electronic clearance documents transmitted by the inspection and quarantine departments. When the goods are shipped to the special customs supervision zones from foreign countries, other places in China and other special supervision zones, the inspection and quarantine departments will not issue any paper or electronic clearance documents. 
"When importing the waste for raw materials, we used to get the customs clearance document from the inspection and quarantine department, and then submit it to the Customs. It's both time and energy consuming." said Mr. Weng, Declarant of Ningbo Minmetals Logistics Co. Ltd. "Now, with only a click of the mouse at the office, I can receive the clearance document and complete the declaration, it is so convenient." 
The implementation of the paperless clearance will play an important role in the optimization of the port customs clearance environment. As the imported solid waste used as raw materials accounts for a large proportion of the imports via Ningbo Port, it is estimated that with the new policy, 200 yuan can be saved for each batch of goods in terms of clearance cost on average, and the clearance time can be cut down by half a day, benefiting over 1,000 enterprises.

Ningbo establishes sister-port relationship with Xi’an

During the 19th Investment and Trade Forum for Cooperation Between East and West China & Silk Expo, Ningbo Port established a friendly partnership with Xi’an Port. The two sides signed a memorandum of cooperation in the Xi'an International Port District, opening a new era of cooperation between land ports and harbors.

  Industry sources said this is the docking and integration of the two major strategic ports on “Silk Road Economic Belt” and “21st Century Maritime Silk Road”, not only marking the historic step taken by Ningbo and Xi’an, but also opening a new space for further and extended cooperation between the both sides.

The latest statistics from the Port of Ningbo show that last year the Port handled more than 18 million TEUs, totaling 18.7 million, representing a rise of 11.5%. Import & export volume via Ningbo Port exceeds 100 billion yuan in January

Statistics from Ningbo Customs show that in January 2015 the total import and export volume via Ningbo Port stands at 106.5 billion yuan, down by 13% over the same period of last year. The export volume is 78.39 billion yuan, up by 10.4%, while the import volume decreased greatly due to the current gloomy macro economic situation.

From the perspective of the import and export markets, the top ten trade partners for Ningbo are the EU, the US, the ASEAN, Iran, Taiwan, Japan, Saudi Arabia, South Korea, Brazil and the UAE, with a total trade volume of 68.51 billion yuan, accounting for 64.3% of the total. On January 22, Mr. Mario Draghi, President of the European Central Bank, announced to expand the assets purchase scale. The easy monetary policies of the Eurozone have provided new opportunities for the exports of foreign trade enterprises, including those in Ningbo. According to the statistics of Ningbo Customs, the trade volume with the EU countries via Ningbo Port in January this year reaches 23.12 billion yuan, up by 11.7% over the same period of last year, including 21.14 billion yuan for exports, up by 13.8%. The trade volumes with the UK, Germany and Holland rank high on the top, while that with Iran declined by 56.9%, the largest drop rate among all the markets.
