Traffic investment to reach 16.1 billion yuan this year

It is learned from the traffic and railroad conference held in February 20, in 2012, the investment in traffic infrastructure will reach 16.1 billion yuan, among which 8.6 billion yuan will be invested in highway building, 2.5 billion yuan in railroad building, 5 billion yuan in port and inland rivers construction and another 35 million yuan in city bus stations. The building of the "international strong port" will be further accelerated by completing a cargo throughput of 440 million tons and a container throughput of 15.3 million TEUs. Liu Qi, Vice Secretary of Ningbo Municipal Party Committee and Mayor of Ningbo, called for all related sections and departments to make joint efforts to overcome difficulties in work and endeavor to accomplish the objectives of this year's tasks. Vice-mayor Su Limian presided over the conference.

In 2011, with a good start in traffic work, the investment in traffic infrastructure reached 20.56 billion yuan, an increase of 6.8% over the previous year, creating a new high for the seventh consecutive year. The port cargo throughput reached 430 million tons and container throughput reached 14.51 million TEUs, up by 5.2% and 11.6% respectively, both being historical new high. The airport passenger throughput reached 5.01 million and mail throughput reached 85,000 tons. The energy consumption rate for per 10,000 yuan road transportation turnover dropped by 7.94% over the previous year, and the water transport energy consumption rate for 1000 tons per nautical mile decreased by 2.65%, making positive contribution to the steady and rapid economic development of Ningbo.

Liu Qi fully affirmed the achievements in system innovation and difficulty overcoming by all levels of the traffic and railroad departments. He said, last year, the work of "speeding up the building of international strong port" advanced in an orderly manner, port production stepped up to a new level, breakthrough was made in major projects construction, new achievements were made in planning and pre-projects, steps of smart traffic construction and logistics development were accelerated, and the working pattern of joint efforts in tackling traffic problems was initially formed.

Liu Qu agreed that there are lots of difficulties in traffic development and railroad construction, such as the increase of the construction cost and more constraints in project approval, land requisition and acquisition, and energy saving and emission reduction. But there also exit the opportunities to maintain the steady and rapid economic development. He hoped that driven by the development of the marine economy demonstration zone, all the departments can strengthen confidence, explore and develop actively and strive to break new ground.

Liu Qi emphasized that departments of all levels should make it their general tone to "advance steadily and then strive for further improvement". An atmosphere of opening cooperation should be formed by actively making joint efforts to overcome difficulties as a whole with high starting point, high-standard construction and high efficiency. The individual responsibility mechanism should be set up where the main body of responsibility is clear and the focus of responsibility is on construction and implementation. The service standard and approval efficiency should be improved, all kinds of services should be optimized, and policy support and coordinating services for transportation enterprises and construction units should be strengthened. Team building, organizational coordination and objective assessment should be strengthened, contribution competitions should be fully developed, and working enthusiasm, initiative and creativity of departments of all levels should be fully encouraged
