National Asset Management Agency of Xiangshan County Strenthens Wages Management

Recently, Xiangshan County National Asset Management Agency issued a Notice on 2014 Annual Wage Adjustment Programs of State-owned Enterprise Workers to regulate the wages management of the county-owned and state holding enterprises so as to attain reasonable control over personnel expenditure and the balance wages among workers.
First, the implementation of total wage management. In the principle of total investor management and the independent distribution of enterprises, it makes a clear statistical total wages, requiring all units to pay directly in a given period the total remuneration to workers. Growth in total wages and benefits should keep a balance with better public services and increasing social responsibilities. The average wage should be coordinated with that of the whole society.
Second, the implementation of enterprise classified management. Wages of state-owned enterprises of welfare and public services should increase by a predetermined ratio, and determine the cap of wage; state-owned enterprises of market competition should make total wages pegged to corporate performance appraisal, and performance appraisal shall be formulated by the department in charge and approved by the National Asset Management Agency.
Third, the annual salary system management. According to the operational efficiency and the delivery of public services, social responsibility and other factors, the main person in charge of corporate and salaries of special annual salary system management, approved by the State-owned Assets on different salary standards.
Fourth, the implementation of the wage supervision and management. The National Asset Management Agency of Xiangshan County implemented the annual total liquidation of state-owned enterprises wages before the end of April each year, conducted in-depth investigations on wage distribution system, and standardize charged channels. The annual target enterprise management wages management is linked to business management assessment and the appraisal of business performance.
