Preferential policy for smart logistics issued

Ningbo Government has issued interim measures for the management of subsidies in supporting the development of the smart logistics industry in Ningbo. According to the interim measures, the finance bureau will allocate 20 mln yuan to 30 mln yuan per annum in the next two years for the construction of smart logistics.
It is learned that the subsidies will be mainly used on the following aspects, first is on the demo application projects of smart logistics; second the construction of public platform; third the demo enterprises applying the public platform; fourth the personnel training projects, holding of large activities, and research programs as well as other big projects related to smart logistics.
Enterprises applied for subsidies must meet the following requirements: first is that they must be registered companies with independent legal personalities in Ningbo; second is that their total taxes (including business taxes, VAT, business income taxes etc) should be over 500,000 yuan. This is not for operational companies of smart logistics public platforms. Third is that there are no nagative records concerning such aspects as security, environment protection, hygiene, paying taxes, credit, quality and intellectual property rights etc over the last two years.
To be specific, companies applied for subsidies to demo application projects of smart logistics should have a construction period of less than two years and a total investment of more than one mln yuan, both for projects to be completed within a year and projects under construction. As for the qualified demo application projects, Ningbo will grant a subsidy of no more than 25 percent of the actual amount of investment, a maximum grant of 1.5 million yuan to each project.
Companies applied for subsidies to the construction of public platform should be of a certain size and strength, and the completion of the construction should also be less than two years. The investment for projects to be completed within a year should be no less than three mln yuan, and investment for projects under construction more than one mln yuan. As for qualified projects for the construction of public platform, Ningbo will give a subsidy equaling 30 percent of the actual investment, a maximum of 2.5 mln yuan to each project.
Companies applied for subsidies to the application of public platforms should keep communicating with the key public platforms. They are also required to spend no less than 10,000 yuan per year improving systems and paying for the services provided by platforms. Correspondingly, the government will grant them subsidies of no more than 30 percent of their expenditures.
Qualified companies will be given priority if their information systems conform to Ningbo’s fourth party logistics. Subsidies given to the same company should be no more than three times. If the project has huge investment, big social influence and good prospect, the government will consider making a special policy to cater for its development.
