Ningbo's human resources service on "fast track"

According to a monograph report titled "Services for Talents: Trend and Strategy" jointly made by the Chinese Academy of Personnel Science and the Development and Research Center of Ningbo, Ningbo is on an equal footing with Dalian, Qingdao, Xiamen and Hangzhou quantitatively in human resource services. It is even better in the number of personnel engaged in the business, the business revenue and the number of people served. In 2012, the annual revenue in the human resource service business reaches 3.9 billion yuan. The development of the human resource service business is now on the "fast track".

By the end of last year, the city has 206 human resource services, 5 times the number in 2006 and 87% of them are private ones.

Under the guidance of the government, Ningbo has realized industrial concentration in the human resource services. Since the 4th Ningbo Science Talent Fair in 2009, Ningbo has organized promotions for the human resource service industry and by the promotion of the industrial park, the city aims to concentrate the services. In the last year, Ningbo Human Resource Service Park, the first one in Zhejiang, opened in Bajunwan in Jiangdong District. The park now has over 20 famous Chinese and international human resource services including the world-top-500 Adecco, the Italy-No.1 GI, the China-No.1 CIIC Group, Bridge, SFSC, ZFSC, and Tiankun Group. In the last year, the park had its output value reaching 2 billion yuan. In the next year, the park will complete its 2nd phase project.

The rapid development of human resource services has resulted in the marketilization of the business optimized the allocation of human resources, and promoted the utilization of human resources. Now, 10,000 enterprises and 200,000 job hunters go to job fairs every year. In the last year, Ningbo, through the human resource agencies, introduced over 90,000 talents of various fields, accounting for about 40% of total introduced in the year. Among them, 300 people have their annual salary reaching 500,000 yuan, with the highest reaching 5 million yuan. By means of headhunting, the city deployed more than 4,000 senior personnel, and dispatched nearly 300,000 people.
