In recent years, Ningbo has witnessed a rapid development of the new generation information technology industry, with the growth rate higher than the average of the country. In 2010, the income of the software industry reached 10 billion yuan, with the annual growth rate surpassing 40% for successively four years. Of the major industries of Ningbo, the emerging electronic manufacturing industry has been in the front rank. However, the new-generation information industry of Ningbo still has the problems of the shortage of hi-end personnel and key core technologies and the low industrial concentration. The recently released Action Plan is made in accordance with the present circumstances, and the reality of Ningbo. It is a blueprint for the new-generation information industry technology in such aspects as technological innovation, personnel introduction and industrial concentration.
In the Plan of Action, Ningbo specifies the key fields of the new-generation information industry: complete appliances and system integration, hi-end components and electronic materials, software and information technology services.
In the field of hi-end components and electronic materials, Ningbo will strengthen the industrial chain of the semi-conducting materials, sputter materials and lead frames and in the industry of new-type electronic components and materials, Ningbo will focus on the smart, micro and low energy consuming technologies.
In the field of the software and information technology services, in the coming three years, Ningbo will concentrate on the applied software in petrochemistry, power, enterprise management and logistics. In the information service industry, the city will strengthen the internet-based sales, on-line trade markets and e-business platforms. In the network transfer and data service industry, the city will push forward the construction of the infrastructural facilities of telecommunication and the new generation wireless network for a smart city.
The action plan attaches an equal importance to personnel introduction. "Enterprises should be encouraged to introduce advanced technologies, equipment patented technologies home and abroad and to introduce R&D teams of core technologies so as to make breakthroughs in the core and accessory technologies." "
In the coming three years, Ningbo plans to make breakthroughs in 10 key technologies including the TFT-LCD display technology and components, phone lenses, phone video module, smart phone low power consuming technology and so on. To ensure the breakthroughs in these key technologies, Ningbo makes a complete and thorough plan in talent introduction.
The action plan says that in the coming three years, Ningbo will push forward the industrial concentration in promoting the large projects, so as to make the information parks in Ningbo Free Trade Zone, Yinzhou District, Haishu District and Yuyao more distinctive in the new-generation technologies. The city will carry out 61 new-generation information projects, whose investment adds up to approximately 24 billion yuan.
