City offers subsidies to discourage polluting vehicles

Ningbo car owners who scrap highly polluting, or yellow-label, vehicles earlier than legally required can now receive government subsidies, said local environmental authorities. These yellow label vehicles are cars that fail to meet the Euro I emission standard, which China adopted in 1992. To encourage yellow-label car owners to abandon their old cars, Ningbo implemented a differentiated subsidy policy. Owners who applied to scrap their vehicles in 2014 can enjoy full subsidy, but 75 percent and 50 percent for applicants in 2015 and 2016.

Car owners who scrapped yellow-label vehicles at least a year earlier than legally required can receive 2,000 yuan ($329.8) to 28,000 yuan ($461,7.4) payments according to the age, mode, salvage, and emission levels of their vehicles. Operators of passenger or container vehicles from Ningbo to other cites or counties in Zhejiang Province can receive an additional 50,000 yuan($824,5.5) per vehicle. Car owners can receive the subsidies within 25 workdays after submitting their application.

In addition, car owners who had scraped their yellow-label vehicles during July 1, 2013 to January 31, 2014 can apply for the subsidy. "It is a better choice to give up the old car. Many urban districts have banned yellow-label vehicles from their roads and our drivers always complain to me," said Sun Yaner, a taxi cab owner, who has applied to scrap her old vehicles before this Spring Festival.

 

According to local environmental authorities, the deadline of the subsidies application is December 31, 2016. The city has set up nine application offices in the urban districts and counties.
