Ningbo 120 barrier-free alarm coverage throughout the region

A few days ago, it is learned from the Ningbo Emergency Center that the Ningbo 120 emergency hotline has achieved barrier-free alarm function coverage, and people with hearing or language impairments can call the police without barriers.

A seamless connection between the hearing impaired and the 120

Statistics show that at the end of 2022, among the permanent population of Ningbo, the population aged 60 and above was 1.861 million, of which 1.352 million were aged 65 and over, and about half of the elderly had their hearing weakened to varying degrees. In addition, among the current registered population in Ningbo, there are 35,000 people with hearing and speech disabilities. These data show that 120 text message reporting and text call functions have a wide range of demand groups.

In order to solve the problem that people with hearing and speech impairments in Ningbo cannot call 120 independently, in February 2022, Ningbo Emergency Center successfully docked with the "barrier-free first aid platform" WeChat program led by Yizhong Foundation, which is based on Internet AI intelligent speech and text translation technology and accurate GPS/Beidou positioning capabilities, without changing the original hearing impaired and 120 original communication mode, to achieve seamless connection and communication between hearing impaired people and 120 dispatch command center.

City-wide barrier-free alarm function coverage

In the process of promotion, due to technical reasons, the alarm information of the hearing-impaired cannot be directly called to the dispatch desk of the district and county level 120 emergency center. As a result, among the 10 districts (counties and cities) in the city, only the emergency centers in Yinzhou, Jiangbei and Haishu can rely on the Ningbo emergency center to directly connect with callers through the "barrier-free first aid platform", which hinders the local hearing and speech impairment in sending distress signals.

In August this year, after receiving feedback from relevant departments, Ningbo Emergency Center, under the guidance of the Municipal Health Commission, docked with Ningbo Telecom and third-party software companies, solved the call restriction problem by changing the call policy, increased the number of compatible digits of special number calls, and finally realized the coverage of the city's barrier-free alarm function.

At present, people with hearing and speech impairments in the city can make first aid alarms through WeChat mini programs. Search for the "Accessible First Aid Platform" Mini Program through WeChat, click Register, complete your personal information, and add the Mini Program to your mobile desktop. When you need to dial "120", just turn on the mini program and mobile phone location switch and click the emergency alarm. When the call is connected, key information such as the location of the alarm person will be automatically pushed to the alarm receiving system. The police officer can convert the voice into text through the AI voice intelligence function, and the text will be displayed on the mobile phone interface of the alarmer; The alarm person can type or send the alarm information through quick input, and after the text is intelligently converted by AI voice, the police officer can also directly hear the alarm information, and finally realize barrier-free communication between the police officer and the hearing impaired.

The "Accessible First Aid Platform" will be further optimized

On August 4, Ningbo Emergency Center, Ningbo Municipal Procuratorate, Ningbo Disabled Persons' Federation held a 120 "barrier-free first aid platform" function upgrade evaluation meeting at the emergency center. Two representatives of people with hearing and speech impairments simulated and experienced the 120 text message alarm and text call functions, and put forward suggestions for further improving the platform functions based on their own reality.

In the next step, the Municipal Emergency Center will further optimize the function of the "barrier-free first aid platform" based on the feedback of people with hearing and speech impairments to provide more convenient and efficient pre-hospital emergency services. The Municipal Disabled Persons' Federation will also promote the use of 120 "barrier-free first aid platforms" among disabled groups
