Reform plans for second half of 2012 unveiled

Ningbo unveils its reform plans in the second half of 2012 in a government conference held on Monday, pledging more efforts to innovate and improve 12 fields.

The conference calls for more efforts to promote significant pilot reforms focusing on 12 areas or 62 items and consolidate the achievement of previous reform.

According to the reform plan, the top priority is setting a sound development and management system for the Marine Economy Demonstration Areas. In the second half of 2012, Ningbo will strive to establish a commodity trading platform, build a regional commodity distribution center, improve the logistics service system, and promote the pilot project of marine development and protection in Xiangshan County.

Meanwhile, Ningbo governm nt will pay more attention in the supply and allocation of resources. In the second half of 2012, Ningbo will deepen the financial reform and promote innovation, with a focus on the arrangement and innovation of financial institutions. The move aims to innovate the service of financial institutions and guide more funds to invest in urban infrastructure and public services.

In order to support small, medium and micro enterprises, Ningbo will improve the tax policies in the second half of the year. To deepen the urban and rural reform, Ningbo will spare every effort to promote the pilot projects of building eight satellite cities, and steadily carry out reform of the household registration system. To improve people's livelihood and public service, Ningbo will step up cultural restructuring and carry out pilot education reform, promote the cooperative education, and build a sound public vocational and technical training mechanism. Meanwhile, efforts will be made to reform the primary health care institutions.
