Cross-border e-commerce rules issued, first of the kind in Ningbo

As we face tremendous challenges in foreign trade, cross-border e-commerce has become a keyword for Ningbo’s open economy in 2016. The city has issued its latest version of Detailed Rules for Implementation of Financial Support for Cross-border E-commerce(hereinafter referred to as Rules). Programms completed or under completion in 2015 are available to big subsidies of 500,000 RMB at the maximum after confirmation. The same is true of the programm confirmed in 2016.
Specific standards are stipulated in Rules concerning public service platform, gathering area, overseas location, overseas show center and overseas aftersale center. It is told by the worker of Ningbo Investment Promotion Bureau that there is a time limit regarding the programms. The construction time for public service platforms and gathering areas must start after January 1st, 2014, which is not allowed to go beyond three years. Programms of overseas location, show center and aftersale center must be put into operation for at least six months.
The Rules set the bar high for project application. It is stipulated that enterprises engaged in public service platform and gathering area of cross-border e-commerce should be no less than five the first year, ten the second year and at least 20 the third year. The construction are of overseas location, show center and aftersale center should be no less than 200 square meters, 100 square meters and 50 square meters respectively.
Eligible projects of public service platforms and gathering areas can be granted 20% of the investment amount with the maximum of 500,000 RMB for a single project. The other three projects are also available to 20% of the invested amount with the maximum of 100,000 RMB for each single project. The same investors of overseas location, show center and aftersale center can receive the fund of no more than 500,000 RMB, 300,000 RMB and 300,000 RMB respectively.
It is learned that the Rules will be implemented during January 1st, 2015 to December 31, 2016.
