Cixi’s patent increase is in the lead in Zhejian

The real claim to significance of patents is both the quantity and quality. Journalists have learned from Cixi Science and Technology Bureau that 385 patents were created last year,an year-on-year increase of 36.5%, making Cixi a leading city in the field of patent increase in Zhejiang.
Facing a series of features of patents such as technology intensity, difficulty and long period in licensing, Cixi has continued to implement the project of strengthening both quantity and quality since 2012. The Science and Technology Bureau of Cixi has conducted early preparation, service and cultivation to prop up enterprises to establish core self-owned IPR. Therefore, we are now witnessing a noticeable growth in Cixi’s patent licensing. This marks a leapfrog transformation for Cixi from a strong city for patents to a city with both quantitative and qualitative patents, providing a firm shield for industrial transformation and upgrading in Cixi.
In order to surmount the difficulty of information not being informed during the process of applying for patents, Cixi Science and Technology Bureau has established information service platforms such as industrial patent database and enterprise patent database for over 300 technology-type enterprises. Thus enterprises are able to access to the information and technology support to tap technological innovation and retrieve relevant patent data. Currently, it has established database for over 20 industries including bearing, household electric appliance and LED as well as a characteristic database solely for 77 enterprises.
Discoveries should be made while inventing patents. Cixi Science and Technology Bureau has been working extra harder on the construction of a collaborative system integrating government, industry, university and research to cultivate more than 600 talents of technological management, university experts and veteran agent for patents both at city and town levels over the past two years. It has tapped the key and core technology in enterprises, given guidelines to the application of patents and increased the patent application number by 20% on the average of every year.
Cixi Science and Technology Bureau has conducted proactive measures to organize training for patent management engineers of enterprises in all cities, districts and counties of Ningbo so as to discuss the issue of making staff responsible and capable of patent application. Considering the actual work in patent application of enterprises, it has detailed the information of application and verification procedures of patents, patent disputes and relevant solutions as well as the use of patent-related information along with a lot of judicial cases to make contrast and dissection. Over 300 competent talents for patents have been cultivated during the past two years and enhanced effectively the capabilities of enterprises to create, manage, adopt and protect patents, thus providing an endogenous force for patent application in enterprises.
Patent licensing is by no means an end but a new birth. In recent years, Cixi has been working extra harder on promoting the capability of creating and using patents and strengthening efforts constantly to build demonstration and pilot units. It has successfully passed the evaluation and verification as a national IPR pilot city, got four patent demonstration enterprises at municipal level and one at provincial level. Meanwhile, Cixi has made constant efforts to industrialize the fruit of patent innovation. Two projects including Preparation Methods of Optical Reflecting Films by Ningbo DXC New Material Technology Co., Ltd and Control and Installation Technology of Sinkers by Ningbo Cixin Co., Ltd, were listed as demonstration projects and 400,000 yuan was given to each enterprise.
