90 million yuan to support import trade

It is learned from the meeting held by the municipal government on October 24 that Ningbo will make efforts to promote the development of import trade by means of conducting import trade thematic investment, building various imported goods fairs and markets, and carrying out the returning projects for import enterprises. From 2014 to 2016, the government will arrange an extra annual supporting fund of 30 million yuan for developing import trade.
With the impact of soaring prices and decreasing demand, the first three quarters of this year witnesses a total import volume of $25.749 billion, down by 2.4%. In order to expand imports and revise the current downturn trend, the government office has recently issued a “plan on developing import trade in Ningbo”, presenting 11 specific proposals.
According to the notice, Ningbo will continue to hold the Chinese Zhejiang Foreign Trade Fair, at least 5 import trade fairs each year, and expand the proportion of importers in such activities as the China International Consumers Goods Fair, the International Fashion Fair and the Food Expo. More efforts will be made in attracting investments in import trade by introducing outside import traded enterprises to Ningbo, encouraging local enterprises to cooperate with central enterprises and provincial enterprises in import trade, and encouraging local enterprises to conduct import trade via Ningbo Port. In the meanwhile, support will be given to 200 major enterprises with great potential and excellent performance, to help them obtain the state-level management qualifications and quota quantities for imported goods.
Support will also be given to various import platforms and professional markets with significant characteristics and large trading scales. As is required in the plan, construction of some major import markets and platforms will be accelerated, including the imported goods market of Ningbo Bonded Zone, the import distribution center of Cixi Export Processing Zone, the import trade center of Yuyao China Plastics City, and the Ningbo-Taiwan trade cooperation portal zone in Jiangdong District. Besides, the whole-vehicle import port of Meishan Bonded Port Zone will strive to pass the inspection by the end of October and start up the import trade. The imports of living plants and bulk commodities will also be expanded.
To promote the development of import trade, the plan also gives specific proposals in the facilitation of the import trade and the construction of the cross-border E-commerce pilot area. It is understood that the Ningbo Free Trade Zone will accelerate its construction of the national import trade demonstration area, by taking initiatives in constructing the bonded warehouse mortgage financing of imported goods, the importer demonstration system and the traceability security platform of imported goods, and exploring the proper ways of completing the customs examination and inspection & quarantine of the imported goods in the demonstration area.
