Gantry Crane Operation Skill Competition organized by Zhejiang Province Federation of Trade Union was held at Zhenhai Port Area of Ningbo Port On August 27th. The competition one of the provincial employee vocational skill competitions in 2015 as well as the first important provincial level event in port field undertaken by Ningbo Port. 20 competitors from Jiaxing, Taizhou and Ningbo went in for the competition. Finally, Yang Xinping, Ying Keli and Chen Min from Zhenhai Port Branch won top 3 of the competition and were conferred the title of “Golden Blue Collar of Zhejiang Province” by Zhejiang Provincial Federation of Trade Union.

News came from Marine Safety Administration of Ministry of Transport that six ships of the company, including “Yong Gang Xiao Tuo No.5” ship and “Union 7” ship, and nine captains and company employees, including Chen Zhengyu and Ling Feijing, were conferred the title of 2015 national “safe and good faith ship” and “safe and good faith captain” respectively

Ningbo Port to realize paperless customs clearance

From September 1 on, Ningbo Inspection and Quarantine Bureau will implement the overall paperless customs clearance for the imports and exports via Ningbo Port, to further develop the paperless procedure and build a more efficient port customs clearance model. 
As an important measure to implement the "notice on customs clearance reform" issued by the State Council, the overall implementation of the paperless customs clearance is a critical part of the paperless inspection and quarantine procedure of the bureau, as well as the copy of the successful experience of the Shanghai FTZ, and a way of strengthening the customs clearance cooperation. It applies to all the imports and exports in need of inspection and quarantine at all the business spots with the online examination of the clearance documents. The measure is an expansion of the paperless customs clearance pilot for the imports and exports in Zhejiang Province, launched on November 1, 2013, and the scale has been expanded to include the imported solid wastes used as raw materials and the goods under special supervision at the customs, thus the rate of paperless customs clearance will be increased from the current 80% to 100%.
With the implementation of the measure, the Customs can conduct the import and export clearance for the goods by referring to the electronic documents of the imports and exports issued by the related inspection and quarantine departments. Except for in special circumstances, the inspection and quarantine departments will not issue the paper clearance documents and the Customs will not accept them. When the goods are imported or exported via the special supervision zones, the Customs will conduct the clearance procedure by using the electronic clearance documents transmitted by the inspection and quarantine departments. When the goods are shipped to the special customs supervision zones from foreign countries, other places in China and other special supervision zones, the inspection and quarantine departments will not issue any paper or electronic clearance documents. 
"When importing the waste for raw materials, we used to get the customs clearance document from the inspection and quarantine department, and then submit it to the Customs. It's both time and energy consuming." said Mr. Weng, Declarant of Ningbo Minmetals Logistics Co. Ltd. "Now, with only a click of the mouse at the office, I can receive the clearance document and complete the declaration, it is so convenient." 
The implementation of the paperless clearance will play an important role in the optimization of the port customs clearance environment. As the imported solid waste used as raw materials accounts for a large proportion of the imports via Ningbo Port, it is estimated that with the new policy, 200 yuan can be saved for each batch of goods in terms of clearance cost on average, and the clearance time can be cut down by half a day, benefiting over 1,000 enterprises.

The Port of Ningbo Merged into Zhejiang Seaport Group

The unveiling ceremony of Zhejiang Seaport Investment and Operation Group Co., Ltd., was held in Zhoushan On the morning of August 28, signifying a new start of the integrated development of ports of Zhejiang. The five big ports in Zhejiang, namely, Ningbo, Zhoushan, Jiangxing, Taizhou and Wenzhou will be operate in a unified manner. 
It is learned that the Zhejiang Seaport Group originates from Zhejiang Marine Development and Investment Group Co., Ltd, which was founded on July 30, 2014. On August 7, 2015, Zhejiang CPC Committee and Zhejiang Provincial Government decided to set up Zhejiang Seaport Group. On August 21, the Zhejiang Marine Development and Investment Group Co., Ltd was renamed as Zhejiang Seaport Group, with its headquarter set in the Zhoushan New Area of Zhejiang and registered capital of 6.4 billion yuan. It is a wholly-owned state enterprise of Zhejiang. 
The decision of founding Zhejiang Seaport Group is a crucial decision made by the Zhejiang Provincial Government, which initiated a new round of development of the marine economy and port-based economy of Zhejiang. It plays a pivotal role in Zhejiang’s better serving the One Belt and One Road Initiative and the Yangtze River Economic Belt and speeding up the construction of a province strong in shipping and marine economy. 
Zhejiang Seaport Group is set to be a financing platform for development of provincial-level marine resources, make best use of the port and coastline resources of Zhejiang, forge a first class port investment and operation group so as to accelerate the integrated and coordinated development of marine and port economy. 
The Zhejiang government released the news that Hu Xumin shall act as the deputy director of the Zhejiang Marine and Port Development Committee. 
In 2014, the aggregate of Zhejiang’s marine economy stood as 600 billion yuan, 10 % bigger as against the year before, higher than the GDP growth rate. To date, Zhejiang has had 210 ten thousand plus tonnage berths, with handling capacity totaling 1.25 billion tons. Among them, Ningbo and Zhoushan realized a cargo throughput of 870 million tons, ranking the first place in the world for five years running. The marine transport capacity now reaches 20 million DWT, about one fourth of China’s total. Last year, Zhejiang ports realized a throughput of 1.08 billion tons, among which, the container throughput stood at 21.36 million TEUs.  

Ningbo establishes sister-port relationship with Xi’an

During the 19th Investment and Trade Forum for Cooperation Between East and West China & Silk Expo, Ningbo Port established a friendly partnership with Xi’an Port. The two sides signed a memorandum of cooperation in the Xi'an International Port District, opening a new era of cooperation between land ports and harbors.

  Industry sources said this is the docking and integration of the two major strategic ports on “Silk Road Economic Belt” and “21st Century Maritime Silk Road”, not only marking the historic step taken by Ningbo and Xi’an, but also opening a new space for further and extended cooperation between the both sides.
