In addition, the regional innovative system construction has been promoted, the scale and level of industries have stepped onto a new phase, the talent introduction and cultivation have yielded good results, and the investment into technological innovation has seen a stable growth.
According to the recently released 2011 report on city innovation in China, Ningbo ranked No.4 among all the fifteen sub-provincial cities. With regard to the implementation plan for building the national pilot innovative city, there will be three steps for the innovative city construction, that is, the overall launching stage (2011 – 2012), initial results stage (2012 – 2013), and preliminary completion stage (2014 – 2015). According to the plan, Ningbo will soon enter the second stage of the plan
