Ningbo becomes Zhejiang’s first demonstration city of integrated transportation service

On March 24, after passing the acceptance check by expert group and being published on the website, Ningbo, along with Beijing, Shanghai and other 14 cities, officially passed the acceptance check and listed as the first demonstration city of  integrated transportation services in Zhejiang province.

Since it was ranked among the first batch of national demonstration cities in August 2015, Ningbo has kept the principle of integrated transportation to improve basic infrastructure and services. Through promoting information sharing and management mechanism, it explored many ways of coordinated development and gradually established a system of smooth connection, powerful support, standardized regulation and quality services. Ningbo, after demonstration, has boosted 15.4% of transportation density, shortened 50% of average transfer time, seen an increase of 252% of sea-railway combined transportation.

In the satisfaction assessment of public transportation service by Chinese Academy of Social Sciences, Ningbo ranks first in two consecutive years among major cities, and has a more solid foundation for building an international comprehensive transportation hub. These achievements are mainly manifested in six aspects:

First, integrated passenger transport capacity has been significantly enhanced. Outside city, Ningbo relies on main railway, intercity railway, rail transit and expressways to form a network direct to the Yangtze river delta. Within city areas, it builds an "integrated four-car" public transport system which takes public transit as the backbone, conventional bus transit as the main body, taxis as the supplement and public bicycles as the extension. It vigorously implement the project to expand and upgrade an integrated transportation hub, and achieve seamless connectivity between different modes of transport. In 2018, Ningbo airport was successfully approved as the national airport economic demonstration zone, with the passenger throughput exceeding 10 million. In 2019, the third phase of the airport terminal was completed and put into operation, with the passenger throughput reaching 12 million.

Second, the volume of comprehensive logistics has been remarkably improved as Ningbo has built a modern logistics network system that serves both domestic and international sectors. Internationally, 246 container routes have been opened, with ports connecting more than 100 countries and regions. Domestically, the combined transport of sea and rail links the hinterland of northwest China and southwest China, and radiates to 15 provinces and 46 cities. Its volume jumps to the second place in China and the growth rate remains the first. Water transport capacity exceeded 10 million weight tons and the river-sea combined transport has worked in the port of Yangtze River Economic Belt, witnessing great development momentum.

Third, transport service information sharing has been realized. We have greatly promoted the integration and application of service inform and built a system covering transport, meteorology and tourism. In terms of passenger transport, we established a platform combining inquiry, ticket purchase, monitor, early warning, command and dispatch. In terms of freight transport, "four ports" (seaports, land ports, air ports, and information ports), linked by information ports, have made further progress. Ningbo Zhoushan port has become the first paperless port for container import and export in China and Ningbo sea road index has been listed on the website of the Baltic Sea exchange, which becomes one of the achievements of General Secretary Xi Jinping's visit to the UK.

Fourth, the transportation organization mode has been improved. Ningbo promotes seamless connection between multiple transport ways and “zero transfer”at the Ningbo South Railway Station. The passenger combined transport service has seen innovative development and the terminal of different cities have been stationed in surrounding cities, and services such as "air rail link", "air bus link" and "combined tourism and transportation" are proliferating. The multimodal transport of goods has a complete range of categories and innovative modes. It is led by the combined transport of sea and railway, and the coordinated development of the combined transport of sea and river, ranking in a leading position in China. Ningbo section of Hangyong canal is navigable by container ships for the first time.

Fifth, the overall coordination mechanism is powerful and efficient. We have established a mechanism led by government, integrated with departments and supported by joint management, a joint negotiation institution of integrated transportation, a sea-railway combined transport joint negotiation institution, and the rail-regional strategic cooperation mechanism. Through these, we have ensured that integrated transport services are well organized, systematic, and effective. We established and improved the mechanism for ensuring major events and responding to public emergencies. The city's capacity for interdepartmental and inter-regional emergency response coordination has been significantly improved, and we have successfully provided transportation services tasks for major events such as the G20 summit, the China-CEEC expo, and the annual Spring Festival travel rush.

Sixth, the standards of transportation service have been widely used. Ningbo city formulates industrial standards for transfer service and guidance signs at Ningbo public transit hubs. It also adopts standards for data exchange of sea-rail container transportation and cross-border e-commerce logistics services, to support and facilitate the rapid growth of import and export trade.

In the future, our city will make full use of the comprehensive edge of transportation system in order to learn from advanced cities and show own features. We will improve the integrated management system and mechanism and the service of transportation hub, and promote the development of combined and different transportation
