5000 high-level talents reserved within a year

It is learned from Ningbo Personnel Service Center on March 19 that the high-level talent reserving plan has achieved significant results since it was launched one year ago. So far, the plan has reserved 5005 high-level talents from outside of Ningbo, completing half of the reserving task of the three-year plan period.

In last March, the high-level talent reserve plan was launched jointly by the Organization Department of Ningbo Party Committee, Ningbo Human Resources and Social Security Bureau and Ningbo Finance Bureau, aiming at reserving 10,000 high-level outside talents who are willing to work in Ningbo within the following three years. Each year a special fund of three million yuan is arranged for the reserving plan, and a one-time subsidy of 3000 yuan per person will be give to talents introduced through the plan.

It is learned that 35% of the high-level talents incorporated into the reserving plan possess a master's degree and 13%, doctor's degree. Reportedly, shortly afterwards, employers can collect and retrieve talent information through the website of the reserving plan, directly contact the talents, and publish their recruitment information on the site.

Ningbo starts banking service month

The other day, Ningbo Office of China Banking Regulatory Commission held a meeting of banks, announcing the start of a service month of banks for the support of real economies. In a month from the end this month, the city will release some new policies and substantially improve the overall services of banks to the real economies and small and micro enterprises

Ningbo to launch special environment-protection campaign

According to the related meeting held on March 21, in accordance with the planning by Ningbo Municipal Government, a special environment-protection campaign on treating illegal sewage discharge enterprises will be jointly launched by the Environmental Protection Bureau, the Development and Reform Committee, the Economy and Information Committee and other related departments, aiming at solving the environmental issues that may affect scientific development and public health.

It is learned that this campaign will mainly deal with those heavy metal emission enterprises and hazardous waste generation and treatment enterprises, strengthening the law enforcement and supervision of those key emission reduction industries.

Regarding treating the heavy metal emission enterprises, Ningbo is to keep on strengthening and deepening the achievements gained in the lead-acid battery industry. The pollution treatment in the electroplating industry will be accelerated and remediation of heavy metal emission enterprises featuring non-ferrous metal mining and melting will be further carried out, thus promoting the treatment and improvement of such enterprises involving heavy metal pollution as electroplating, leather making and medical chemistry. Drastic actions will be taken to those unqualified enterprises to avoid various kinds of heavy metal emission incidents.

As to the supervision and control of hazardous waste emission, Ningbo is to make great efforts to check the related waste generation enterprises on their related measures of registration, storage and treatment and to investigate whether there are any unauthorized disposing changes or arbitrary treatments. While to waste treatment enterprises, the emphasis will be put on the unlicensed operations, and once those illegal activities are founded out, severe punishment will follow. Meanwhile, the check on the implement of the regulations on transferring hazardous waste will be strengthened to prevent illegal transferring and arbitrary disposal. Some related enterprises will be deemed legally responsible for polluting the environment by deliberately dumping the hazardous wastes, and they will bear the responsibility of clear up the pollution and compensate the loss.With regard to the supervision and management of key emission reduction enterprises, Ningbo is to continue its endeavor in the inspection of urban sewage treatment plants, sewage treatment plants in industrial parks and the desulfurization and denitrification facilities of thermal power enterprises, to guarantee the normal operation of those key emission reduction projects. In the meanwhile, law enforcement and inspection will be strengthened to urge such key emission reduction industries as paper-making, dyeing, leather making and cement to meet the discharge standard, accelerate the elimination of backward production capacity and effectively reduce the pollutant discharge

Ningbo accelerating constructing a smart city

Ningbo is to quicken the steps to constructing a smart city. According to the "Guidelines for the Accelerated Construction of a Smart City 2012" this year, Ningbo is going to allocate over 5 billion yuan for the promotion of the infrastructural programs of the information network, the government cloud computation center, the information co-sharing program, and other programs related to the construction of a smart city.

"According to the spirit of 12th Ningbo Congress of Party Representatives, Ningbo this year will concentrate on the goals of economic transformation, urban management and public services and by means of promoting the key programs accelerate the construction of a smart city in an overall way," said Xie Yuedi, Director of Ningbo Municipal Office of Smart City Construction.

It is learned that in 2012, in the construction of a smart city, Ningbo will highlight the following aspects: to strengthen the integration and co-sharing of smart infrastructural resources, to improve the application of smart technologies, to promote the smart industries, and to optimize the environment for a smart city.

With respect to the improvement of the infrastructural resources for a smart city, Ningbo will realize the goal of "fiber-to-the-home" in major urban areas. The WLAN will cover all public places like the airport, bus stations, schools, pubs and CBDs. The renovation of the telecommunication infrastructural facilities in the six districts of the city will be basically completed, making Ningbo one of the most competitive cities in China in the quality of communications, network bandwidth and comprehensive services. Ningbo will build professional databases of population, legal persons, natural resources, geography and creditability and a complete information co-sharing mechanism.

With respect to the improvement of the application of smart technologies, Ningbo will strive to be among the best of China in the construction of key programs in logistics, health, social management, urban management, and power grid. It will accelerate the construction of a number of pilot programs in smart traffic, smart education, smart public services, smart culture, smart uses of energies and smart marine economies. , In the 2nd Smart City Expo to open this year, Ningbo will release at least 10 applied technologies that are in the lead of China.

With respect to the promotion of smart industries, the city will make fresh progress in the construction of the Software R&D Base in Ningbo National Hi-tech Zone and the Smart Equipment R&D Base in Ningbo Hangzhou Bay New Area. It will introduce and promote a number of smart industries. Notable progress will be made in marketizing the pilot programs. The total output of industries of new generation electronic information products should grow by 25% and that of the output of software by 20%. The city will promote 10 demonstrative e-business enterprises and 30 e-business websites with the e-business turnover reaching 140 billion yuan

Expanding opening of Ningbo Port approved

News came from the administration committee of Ningbo Meishan Bonded Port Area that the State Council has recently approved the plan to expand opening up of Ningbo Port, following the official approval of the establishment of Meishan Bonded Port Area in February 2008.
The bonded port area, 30 kilometers away from downtown Ningbo, is the fifth bonded port area in China approved by the State Council. The latest approval of opening up involves all the 27-kilometer coastline of Meishan Island.
Reportedly, the first phase of Meishan Bonded Port Area with an area of 2.5 square kilometers has been put into use since June 2010. In August that year, the container terminal was put into trial operation. As it is still in temporary opening period, the joint check of foreign ships by all related departments of the bonded port area usually costs about 1.5 hours. The time will be reduced to less than an hour when it is opened officially. According to the planning, some special markets for import and export commodities, such as trading centers for imported food, liquid chemicals and electronic products, will be established in Meishan Bonded Port Area, making it a distribution center for various resources and elements
