Overseas engineers making "intellectually created in Ningbo" possible for enterprises

Yuanlong Wallpaper Corp., a company which used to produce the traditional offset-printing PVC wallpaper, is now taking on a new share of market by its series of new high-end products. Transforming from the traditionally producing to intellectually creating, the enterprise is greatly motivated by the introduced overseas engineers. In the past few years, Jiangbei District has made efforts to introduce intelligent with the help of the preferential policy and succeeded in transforming a batch of enterprises from traditional producers into intellectual creators. At the end of 2009, Ningbo launched the supporting policy for introducing overseas engineers, which is the first of its kind in China. The measures include that the municipal and county financial departments will provide a 40% income subsidy for the introduced engineers. The Government of Jiangbei District set the rules for its intelligent introducing program, and declared to provide 20 to 50% of the income as subsidies. By establishing the diversified distribution policy and incentive mode, the district intends to integrate with the international salary and encouragement system. The appealing preferential measure attracted a number of international talents. According to the related official form the district personnel department, in last year, 20 "overseas engineer" projects were brought in and 19 overseas engineers, with a total financial subsidy of 2.5 million yuan, were introduced to the district. Besides introducing overseas talents as engineers, Jiangbei District now focuses on the entrepreneurship platform. In line with the talents developing project of its 12th Five-year Plan, in the next five years, the overseas talents pioneering park will introduce and support a batch of high-end overseas talents to start business in the district
