400 high-level overseas engineers introduced

Since the introduction of four experienced R & D experts on auto parts from the US last year, Ningbo Jianxin Zhaos' Group has accelerated its pace of new product development. So far, the introduced overseas engineers have successfully developed 30 new products for the enterprise and helped to solve the 11 technical problems that have lasted for over two years. Currently, some projects are put into mass production, leading to an additional annual sales value 60 million yuan.

In the recent years, Ningbo has made great progress in talent introduction with its implementation of the strategy of talents internalization, especially with the policy of encouraging "overseas engineer introduction" and providing subsidies to related enterprises (a maximum of 600,000 yuan) in 2010. Within two years, over 400 overseas engineers were introduced, who have designed and developed nearly 300 new products, applied for or got 200 patents, and brought a newly-added product value of over 8 billion yuan and a newly-added profit and tax of about 300,000 yuan for the enterprises. They have also made significant contribution to the improvement of the management level and core competitiveness of the enterprises and have greatly promoted the industrial transformation and upgrading of the enterprises.  

 

It is said that enterprises in Ningbo used to invited foreign experts to conduct several short-term technical instructions each year. But now, the enterprises begin to sign contracts with them for at least one year, and even four or five years, and they work and live in Ningbo for over 196 days on average.

In the past, the overseas talent introduction mostly involved the introduction of retired foreign experts to provide services for technique improvement. Now, the enterprises are introducing the high-level R & D and management experts in their prime time, with R & D and design experts, management experts and technique experts accounting for one third respectively. Many of the introduced experts are authorities in some fields, and some are even world-class experts. For example, Huaxiang Electronics Co. Ltd. employed over 30 leading experts in different fields from Germany, the US, Japan, the UK and Australia with an average annual salary of over one million yuan.

With the flexible ways of talent introduction, Ningbo is seeking to have the introduced international talents play a more significant role. During the process of foreign talent introduction, Cixi Sun Industry Co. Ltd, established a cooperative partnership with Fraunhofer Institute of Germany, the biggest institute for applied technology research in Europe. With the help of the institution in researching and developing the new generation of optical yarn transmission machine, the company has eventually broken the monopoly of foreign companies in this field. In addition, through the overseas training channels provided by the "overseas engineer introduction" project, some enterprises sent their own technicians abroad for further training and research, leading to the great progress of their technological strength.
