Export orders on a rise

A survey on the purchasing managers of 47 manufacturing enterprises made by the Survey Office of the National Bureau of Statistics in Ningbo show that in March, 40.4% of the manufacturing enterprises increased in production, up by 9.3% over the previous month. And only 6.4% of the enterprises decreased in production, a sharp drop of 24.7% over the previous month.

According to the survey, the production order for manufacturing enterprises in Ningbo increased in March, compared with the previous month. 47 enterprises maintained the finished products inventory. 47.8% of the surveyed enterprises saw an increase of orders in March, up by 17.9% over the previous month. 41.6% of enterprises maintained their order number. Only 10.5% of enterprises witnessed a decrease of orders, down by 13.8%. Of all the orders, export orders account for 29.8%, up by 16.5%. The growth of the orders of the manufacturing enterprises indicates that Ningbo’s manufacturing economy has returned to the rising track under the background of the shrinking demands from abroad with the slowdown of the economic growth of such leading economies as the United States and the Euro area.

Ningbo to treat and improve 14 industries

It is learned from the energy-saving and consumption-reduction meeting held on April 6 that another "punch" is to made to deal with the energy-saving and consumption-reduction work. Specifically speaking, in the following three years, 31 heavy pollution and high consumption sectors in 14 industries will be the key area of treatment; this year, the elimination of S7 series transformers of over half of the industries will be completed; and each year, an energy-saving space of 300,000 tons of standard coal will be achieved.

Last year, Ningbo made great achievements in energy saving and consumption reduction. 121 key energy-consuming enterprises saved 0.785 million tons of standard coal. The backward capacity (equipments) of 379 enterprises in 17 industries were eliminated, resulting in a energy-consuming reduction of 0.53 million tons of standard coal and an electricity-consuming reduction of one billion kilowatt-hours. Based on that, this year, Ningbo is to implement the "dual control" strategy of energy-consuming intensity and quantity to ensure a decline of 4.5% of unit GDP energy consumption.

This year's key task is to eliminate the backward production capacity. In the following three years, Ningbo will treat, eliminate or improve 31 heavy-pollution and high-consumption sectors in 14 industries such as iron and steel, printing and dyeing, paper making and brick and tile. Besides, this year, the elimination of S7 series transformers of over half of the industries will be completed and each year, an energy-saving space of 300,000 tons of standard coal will be achieved. Great efforts will be made to promote the construction of the comprehensive energy management services platform, including the construction of personalized regional and industrial sub-platforms in over half of the energy-related departments of town and municipal levels.

Endeavor will also be made in such projects as energy-saving and transformation, clean production and industrial circular economy. Over 1000 energy-saving and transformation projects will be implemented in the city, with an energy-saving capacity of one million tons of standard coal per year. In the following five years, the "611" industrial circular economy project will be carried out in six fields including carbon reduction, water saving and water reusing, aiming at cultivating and developing ten demonstrative parks of industrial circular economy and 100 demonstrative enterprises of industrial circular economy.

In the major energy-saving fields, over 100 demonstrative projects of renewable energy application with an area of eight million square meters were carried out last year. Such projects as port container transportation were included in the national demonstrative projects of energy saving and consumption reduction in transportation industry. 90 pulbic institutions at the municipal level implemented the monthly energy-consuming monitoring and examing system. This year, besides strengthening the energy-saving supervision of new buildings, Ningbo will continue to promote the pilot project of container hanging transportation and improve the energy-saving management networks of all industries and major enterprises.

Statistics show that this year the summer peak electricity consumption gap for the whole province will reach six million to nine million kilowatts, while the gap for Ningbo stands at 1.1 million to 1.6 million kilowatts. Confronted with such a grim situation of summer electricity consumption, Ningbo is to make further efforts to improve its emergency plan of orderly electricity consumption and guarantee the electricity use of livelihood sectors and major sectors

Wooden handicrafts exportation to U.S resumed.

According to the WTO office of Ningbo Inspection and Quarantine Bureau, the U.S. Animal and Plant Health Inspection Service (APHIS) is amending its regulations to allow the importation of wooden handicrafts from China under certain conditions. This action allows trade in Chinese wooden handicrafts to resume since it has been suspended in 2005.

The final rule will come into effect on April 30, 2012. Under the final rule, wooden handicrafts are defined as a commodity class of articles derived or made from natural components of wood, twigs and vines (including bamboo poles and garden stakes). Covered handicrafts include the following products where wood is present: carvings, baskets, boxes, bird houses, garden and lawn/patio furniture, potpourri, artificial trees, trellis towers, garden fencing and edging, and other items composed of wood.

At present, Ningbo has more than 100 wooden handicraft manufacturers, making Ningbo one of the major exporters of wooden products in China.

In 2005, the U.S. Department of Agriculture suspended the importation of most Chinese wooden handicrafts. The formal implementation of this newly amended rule will resume export of some Chinese wooden handicrafts which previously been banned. However, the U.S. agricultural authorities imposed very strict conditions on Chinese importation. Ningbo Inspection and Quarantine Bureau suggested enterprises should establish and improve the epidemic prevention system and control system of toxic and hazardous substances, and set a higher safety and environmental standards for their products

Bank-enterprise cooperation intentions of 420 million yuan

The Ningbo branch of CCB held a bank-enterprise cooperation conference for small enterprises in Kaiyuan Hotel on the afternoon of April 6, aiming at providing better service for the entity economy in response to the "banking service month" activities launched by Ningbo Banking Regulatory Bureau.

In the conference, Li Xiaoming, General Manager of the Small Enterprises Department of Ningbo branch of CCB, made a special presentation of the innovative products for small enterprise clients. Finally, 420 million yuan worth of cooperation intentions was made between the bank and small enterprises

Ningbo enterprises eye Libyan post-war reconstruction

After 12 consecutive months of negative growth in imports and exports to Libya, Ningbo saw an export volume of $ 4,992,500 this February, according to statistics released by Ningbo Customs. This represents Ningbo enterprises has taken time to watch the Libyan post-war reconstruction. The post-war reconstruction in Libya boosts the domestic demand, which is undoubtedly good news for Ningbo enterprises.

Last October, Ningbo Jide Electrical Appliance Co., Ltd. began to resume their export business in Libya, and saw a rapid increase in export volume. The company exported 1,314 and 1,688 washing machines to Libya respectively in this January and "one manager in the company said.

Most of the Ningbo-made products exported to Libya are air conditioners, refrigerators, washing machines, water heaters and other home appliances products. Although orders from Libya are on the rise, most companies remain cautiously optimistic on the Libyan market.

Take the Ningbo AUX Group as an example. They adopted a series of preventive measures before they recover their export business to Libya. "In order to maximize our risks, we request our Libya customers to clear the payment before shipments. We don't accept the letter of credit and T / T payment in advance." said Hu Lipeng, who is in charge of North Africa Business in AUX. She added that they would have their cargo fully insured as soon as Libya starts the export credit insurance service.

Recently, the Ministry of Commerce, the China International Contractors Association and the China State Construction Engineering Corporation has sent a delegate to look into the post-war reconstruction in Libya. The Liberia authorities expressed their welcome to Chinese enterprises' returning to the Libyan market and their participation in post-war reconstruction.

Experts say, currently there are two potential risks in the Libyan market, namely, the unstable Libyan currency exchange rate, and the tribal conflict, which might threatens the security.
